California HOA elections for directors require 100 days from start to completion. Elections by acclamation take about 150 days. Other elections require at least 70 days. Start early by requesting a proposal.

HOAInspectorofElections.org provides inspector of election services in California, ensuring that common interest development elections are held strictly in accordance with the law, thus ensuring a fair and impartial result. We serve large as well as small homeowner associations. Elections may be for directors, special or regular assessments, recalls of board members, the approval of governing documents, the approval of a loan to the HOA, granting the exclusive use of common areas, or other reasons. We also hold elections for Mutual Water Companies located anywhere in California. Elections can be held in person or by Zoom. We have staff that speaks Mandarin Chinese in addition to English.

 

Our cost-effective services meet all legal requirements of the law including:

 

  • Reviewing your governing documents, including your association’s election rules, bylaws, and CC&R's.
  • Preparing all necessary documents including, nomination forms, notices, agendas, voting instructions, and ballots.
  • Receiving all ballots and maintaining custody before and after the election.
  • Providing Early Ballot Counts.
  • Attendance at the meeting.
  • Determining when the voting is closed consistent with the governing documents.
  • Determining if a quorum has been achieved.
  • Determining voter eligibility if there is a challenge.
  • Counting and tabulating the votes.
  • Hearing challenges and making rulings.

Elections by acclamation are 20% higher due to the additional work required.

Postage is billed at actual cost, standard printed envelopes, at $.22 each, large envelopes at $.40 each, single side copies at $.25 each, and double side copies at $.45. Adjourned meetings that are Zoom meetings are charged an additional $120. Adjourned meetings that require us to attend in person are charged 35% of the base fee. Associations located between 20 and 35 miles from Westlake Village will incur an addition cost of $150 for in person meetings and $200 for meetings between 36 and 50 miles from Westlake Village. Meetings located over 50 miles from Westlake Village will be quoted separately. We place postage on all return ballot envelopes unless instructed not to do so in writing. Board members should be aware that few large management companies are demanding that vendors and contractors (including inspectors of election) pay the management company cash if they want to provide services to their HOA clients. Our company will not pay management companies cash in order to obtain business.
