Establishing a Quorum for a Zoom Election Meeting

When an insufficient number of ballots are received by the inspector of elections to establish a quorum prior to a Zoom ballot counting meeting, it may still be possible to establish a quorum so that the ballots received can be counted and tabulated. This may be accomplished by arranging to have a sufficient number of members attend the Zoom meeting who have not previously mailed a ballot to the inspector or elections. For example, if the quorum requires the receipt of 20 votes and only 18 ballots have been mailed to the inspector of elections, if two people who did not mail ballots, join the Zoom ballot counting meeting, a quorum has been achieved.
